Two conditions falls on your query:
a)If your company policy for calculation for total monthly salary is based on including weekly off(means Jan 2011 divided by 31 or Feb 2011 is devided by 28 days) then you can count CL for Sunday too.
b)if total monthly wages calculation is based on only working days,then CL adjustment on weekly off is not valid.
Another point for everybody:Dont count/adjust EL on weekly off.
