Welcome to CiteHR. This is to inform you that we are required to appoint Welfare Officer(s) as per the requirement of Section 49 of the Factories Act, 1948. However, as far as the duties, qualifications, and conditions of service of the officers are concerned, we have to refer to the applicable State Rules and not the Factories Act/Rules.

According to the Factories Act, 1948, Section 49(2), it is the State Government that is responsible for prescribing the duties, qualifications, and conditions of service of officers employed under subsection (1) of Section 49 of this Act. For example, the State of Punjab has established their Rules as 'The Punjab Welfare Officers Recruitment & Conditions of Service Rules, 1952,' which is also applicable in the State of Haryana. Therefore, please review your applicable State Rules regarding the duties of the Welfare Officer.
