Contract Labour Applicability - Labor Contract

I have a query.
Company A has given contract(released Purchase Order) to various contractors for providing services like Sanitation, Gardening, Security Services, Vehicle Transportation. The Purchase Orders released on the contractor do not mention supply of manpower - what is mentioned is provision of sanitation services etc
The Purchase Order is released for full year and renewed every year.
The Contractor involved need more than 20 persons for doing the work.
Will the Contract Labour (Regulation & Abolition ) Act be applicable to company A

are the workers engaged by contractor hired for your specific factory/site.
if no it doesnt apply ?
you may use the above clause only if its a big time contractor and eployees posted at your site is a small portion of the total strength.
eg G4 Securitas is not a contractor.

I wanted to ask whether applicability of Contract Labour is centralised or on state to state basis?

I meant to apply that if for the completion of a single project contract labourere are hired at different sites at different places?
