How Do You Measure Skill and Will in Employees? Seeking Advice on Effective Analysis Methods

I have to do a skill-will analysis for my company. What are the various attributes that are measurable and by which I can determine the skill-will of any employee? I also know that the best way to measure skill is to go through the appraisal ratings. Could you please suggest other parameters or a format to conduct the analysis?
