Please start your own draft HR manual. List out the requirements, such as objectives, purpose, foreword, staffing, appointment, probation and permanent positions, cadre system, promotion criteria, and career growth channels. Include the appraisal system and type to be adopted, training needs (both in-house and external), salary structure, and working hours.

Outline actions to be taken during resignation, retirement, termination, and removal from service.
Disciplinary Actions
Detail how to handle disciplinary cases, including minor and major punishments, and the circumstances under which they can be given. Specify when and how to take administrative or disciplinary action against any defaulters.
Like that, within 5 minutes, I can think and write a small note in the above categories. You can create your own by sitting peacefully and developing it. In case of any corrections, additions, deletions, or modifications, you can ask for help. If you ask from the very beginning, it will be difficult for everyone to reply.
A Story of Self-Reliance
I would like to narrate a small story in this aspect.
"In a class, a teacher brought an egg and instructed the students to watch how the baby comes out of the egg by breaking the shell. The egg started crackling, and the teacher told the students to watch and not touch it, then went out to attend to some other work. In the meantime, the baby was trying to come out of the egg, struggling. A student with a soft nature saw that the baby bird was struggling and broke the shell to release the bird.
When days passed, the bird was unable to fly. The teacher got suspicious and asked the students if anyone helped the bird. A boy stood up and admitted he helped the bird. The teacher was upset and told the students that the boy's help was not real help; instead, it spoiled the bird's life. If the bird had come out on its own, its wings would be light, and its body would have the right weight. But due to the student's help, the bird's body and wings also gained weight, so it cannot fly in its lifetime."
Here, I would like to say one thing: you should not ask for help from the beginning stage itself. Try your level best. Wherever you face a problem and get stuck, seek help from others. The others may be your assistants, no matter who they may be. Never underestimate your subordinates. Talents may be available everywhere.
