In case you are seeking exemption from the PF department, you should ask the regional PF office for the list of requisite departments.

As rightly quoted, firstly, you have to make an application to the regional PF Commissioner for an exemption. Secondly, once you get the exemption, in consultation with the Regional PF Commissioner, contact eligible insurance companies for further processing.

If you are providing a better scheme than EDLIS, you can state the same reason and request an exemption from the PF Commissioner. You can also approach LIC for better schemes.
