Thanks for the attachments. May be the the electricalsafety book will be useful for me.
The welding machine and the DG set will be moving from floor to floor in construction as per work requirments. If those are on ground we use use any of the earthing procedures suggested by you and Raghu. But in this case, if the work is on the higher floors, the DG and welding machines will be carried on that particular floor where solid concrete will be there on the ground and general earthing procedures will be difficult to provide. M searching for an alternative.

You can lay an earthing strip througout the building which is conneted to an individual earth pit in the ground floor... Just give a connect point from this particular earthing strip to each floor... You can simply connet the earth return cable of welding machine or the body & nutral earthing of DG to this particular strip...
I think this will be the best solution for your problem... Let me know your comment on this...
