The format seems to be too brief. You may include a few accomplishments of the employee as a team member or as an individual if you are keen about his better prospects elsewhere. Please wish him all the best as it displays the right culture of the organization.

Dear,

I believe the employee should not sign the experience letter. Additionally, the letter should mention how the employee performed their duties, highlighting their positive attributes. It is also my opinion that it is not the company's responsibility to mention the departing employee's educational qualifications. Please correct me if I am mistaken.

The below format may be helpful:

TO WHOM IT MAY CONCERN:

This is to certify that Mr. XXXXXXXXXXX was employed by <company name> as a full-time Software Engineer from mm1/yyyy1 to mm2/yyyy2. During this period, he worked 40 hours per week.
