As per your above query , first you have to send him a warning letter for without permission taking leave. after that you have to intimate this matter to HR and as per my knowledge , you have get approval from your branch manager and deduct salary, it's not goes to leave
Many organization allocated leave to employee as follow
1.CL -12 days - employee can utilize this leave monthly once
2.SL - 12 days - two days above taken leave by employee , doctor certificate must. (employee can utilize this leave when they getting seek) no need doctor cert for 1 or 1.5 days leave
3.PL - 16 days - get advance notice from employee before 30 days or as per management policy
