Your suggested org structure seems great; however, I don't know what the previous structure was and how this new one will help. Anyhow, it looks good. My only suggestion is to make HR and Admin separate departments rather than having them together. This change will help HR focus on partnering with the business at a more strategic level rather than wasting time on routine administrative tasks.
