Frame the Description with this informations:

• Puntuality of cabs log in time (it should not delay as it will affect production)
• Maintenance of cabs (regular check up & services)
• Reducing the issues ( Rash driving, drunk & drive and driver's behaviours)
• Conducting the survey among employees with few questions to find out how much happy they are with office cabs
• Is SMS (cab details) reaching staff on time.
• Any security issues for female employees
• Vendor's response on incidents such as break down, diesel issue etc...

I have given the basic details to frame the job description and based on this you can frame KRA as per your org. requirement.
