Learning - Organization Development

Dear All,
I am Brijesh Sharma, Working in textile industries in HR department.
At present we are doing lot of training & development activity in our organisation. now we want to implimate learning & development activity.
so, i want to know that what is basic difference between training & learning & how will it be implimate in orgnasation.

For a general query like this I suggest that we should search the web and then based on an insight to the topic raise specific questions (for example, how to ensure that workers learn safety procedures??).
