The objectives of the HR Department could be as outlined below. In fact, these are the objectives of the Personnel Department. You can make necessary changes to fine-tune them to your requirements.

1. To achieve effective utilization of human resources (in addition to resources) in the accomplishment of the goals of [company name].

2. To establish and maintain an adequate organizational structure and desirable working relationships among all members of [company name] by dividing organizational tasks into functions, positions, jobs, and clearly defining responsibilities, accountability, authority for each job, and its relation with other jobs/personnel within the organization.

3. To ensure the integration of individuals and groups within the organization by aligning individual/team goals with those of the organization, fostering a sense of involvement, commitment, and loyalty among employees.

4. To promote maximum individual/team development within [company name] by providing advancement opportunities through training, job education, effective transfers, or retraining facilities.

5. To acknowledge and meet individual needs and group goals by providing adequate and fair remuneration, economic and social security through monetary compensation, and protection against life hazards such as illness, old age, disability, death, unemployment, etc., enabling employees to work willingly and cooperate in achieving [company name]'s goals.

6. To maintain high morale and improve human relations within [company name] by sustaining and enhancing established conditions, fostering employee retention for extended periods.
