Inter-Company Transfer: Is Form 16 Required from Both Companies?

Dear Senior,

If the employee is transferred from one company to another company (inter-company transfer), then the issuance of Form 16 for both companies is compulsory.

In case the employee has a refund from the first company, but their income from the previous employer and tax deducted till date are considered in the second company's Form 16, and we issue a single Form 16 from the second company, is it legal?
