Creating an Easy-to-Understand Assets Management Policy: What Should Be Included?

I am preparing an Assets Management Policy for my organization. Could you please help me? What should be included in the policy that anyone can understand? Alternatively, if you have a policy, could you share it?

Roughly, the policy on Asset Management could contain the following points:

a) Classification of assets
b) Depreciation policy
c) Policy on replacement (use examples of the Theory of Replacement as taught in Operations Research)
d) How to maintain the Asset Register
e) Who is responsible for checking the Asset Register and at what periodicity
f) Budgeting based on replacement
