Is Shop Registration Under the Shops and Establishments Act Necessary in Haryana?

I am new to this forum and have a query. I hope to receive the best responses. I would like to know if a person who owns a shop in Mahendragarh (Haryana) with over 50 individuals working for them on a piece-rate basis is required to register under the Shops and Establishments Act. What are the consequences if they fail to do so? Can someone take advantage of this situation by reporting to the relevant department?

Furthermore, there are more than 50 individuals working in the shop, but they are not on regular wages; they are paid based on the work they complete at a piece rate. Is it mandatory for me to register for ESIC? I have also heard that ESI is not applicable in Mahendragarh (Haryana).

Clarification on Registration Under the Punjab Shops & Commercial Establishment Act, 1958

This query is a repetition of your previous query made on 23.06.2010. It is clarified that according to The Punjab Shops & Commercial Establishment Act, 1958, as applicable to the State of Haryana, we are required to register our establishment (shop & commercial establishment) with the area shops Inspector within 30 days under section 13(i) of this Act. If you are certain that you are not engaged in any manufacturing process/activity as defined in the Factories Act, 1948, then you are obligated to register under this Act. Failure to do so may lead to prosecution by the area Shop Inspector or any other designated inspecting authority for this violation.

Based on the information available to me, this area is not covered under the ESI Act.
