Bonus Register Confusion: Should We Include All Employees or Just Current Ones?

Do we need to maintain a "C" register for all the employees who worked in the FY? Or only for those who are on our payroll at the time of the bonus distribution? Kindly guide.

If we have to pay a bonus for the period of FY 2009-10 and we are paying it in November 2010, it is possible that some staff may leave the organization by then. In that case, at the time of bonus distribution, do we need to prepare a register "C" for all those who were on the payroll for FY 09-10, or only for those who are still with us at the time of bonus distribution?

We are to prepare bonus register 'C' for those eligible employees only who have worked in the accounting year 2009-10 only irrespective of the fact they are working or not working at the time of disbursement of the bonus.
