Subcontractor Form 5 Dilemma: Should We Issue It to Company B?

Form 5 Issuance for Subcontractors

This is regarding the issue of Form 5 for the subcontractor. In my company, we have Company A as a contractor, and we have obtained the license for them. However, Company A has a subcontractor named Company B. Should the principal employer issue Form 5 to Company B, the subcontractor of Company A? Kindly clarify.
