The challenge with your company is that it falls within the SME category. Yours is not even a medium-sized but a small company. The reasons for attrition are within your post as well. You have written, "

Dear friend Keerat, try to understand, people don't work for money alone. By giving good hikes, you cannot buy people. What people expect is a good working environment. A good environment is not just the physical space but also the psychological environment. Attrition will continue to happen as long as there is no:
- Culture of empowerment
- Culture of inclusion (each and every member must feel that he/she is part of the decision-making process)
- Culture of learning (this will come provided higher management spends 'x' hours every year on learning)
- Culture of change
- Culture of collaboration
- Culture of self-discipline
- Culture of competition
- Culture of recognition
- Culture of innovation
I am of the opinion that in reality, you may not require an ESS. In most of the vernacular languages of India, there is a parallel proverb to the Hindi proverb "
[COLOR=Blue]Haath ke kangan ko aarsi kyon?[\/COLOR]." ESS is something like that.
