Setup of HR Department in new organisation where there is no HR department

Hi Everyone, I have recently joined a company as HR Manager where there is no HR department.
I would like to set the HR Department, so request you to kindly help me out... pls its urgent...

The set up of the HR department depends on the type of company, the total manpower at present and proposed growth and the management philosophy and policy. Assuming that you can get clarity on the above any HR department would have to incorporate the following functions atleast
1. Selection & Recruitment
2. Payroll
3. Training and Development
As the set up grows other more specialized functions like OD, IR etc. would come into play.
