Maintain Register Under Contract Labour & Minimum Wages

Can anyone tell me which register or forms are compulsory to be maintain for shop under Contract Labour & as per Miminum Wages Act.

The following registers has to be maintained under CLRA act & MW Act.

The Contract Labour (Central) Rules, 1971

Form XIII - Register of Persons employed (Sec.75)

Form XIV - Employment Card (Sec.76)

Form XV - Service Certificate (Sec. 77)

Form XVI - Muster Roll (Sec.78)

Form XVI - Register of wages (Sec.78)

Form XX - Register of Deductions for damage or loss (Sec.78)

Form XXI - Register of Fines (Sec.78)

Form XXII - Register of Advances (Sec.78)

Form XIX - Wage Slips ( Sec.78)



* Every contractor shall display an abstract of the Act and rules in English or Hindi and in the language spoken by the Majority of workers.

* Notices showing the rates of wages, hours of work, wage periods, dates of payments of wages, names and addresses of the Inspectors having Jurisdiction, and date of payment of unpaid wages, shall be displayed in English and in Hindi and in the local language understood by the majority of the workers in conspicuous places at the estb. and the worksite by the Principal employer or the contractor.

* Every contractor shall send half-yearly return in Form XXIV (in duplicate), within in 30days from the close of the half year.

Under THE MINIMUM WAGES [C] RULES, 1950.

FORM - II (Reg. of Dedn for Damage or Loss under Rule 21(4)

FORM III - Rule 21 (4-A)

FORM IV - Rule 25(2)

FORM V - Rule 26(5)

FORM IX-A - Rule 22

FORM X - Rule 26(1)

FORM XI - Rule 26(2)

Also an abstract of the above act should be displayed in language known for majority of employee in the establishment

I am working in HR of production power Industry in chennai. Would like to know the statutory norms related to eligibility of Leaves (PL or earned leave, Sick leave and Casual Leaves and service register,) according to Labour Law. Which leaves are allocated during probation and after confirmation?

All forms as given under the Contract Labour (R&A) Rules, 1971 are provided by Mr.M Peer Mohamed Sardhar on this forum itself. Utilize them if your appropriate Govt. is Central Govt. otherwise go through your State Govt. Rules & maintain the registers under those formats.

Whats the rule in case contract employee left the job and his salary is lying unclaimed with the contractor. Is there a specific rule to deal with this situation as unless the salary is claimed by the concerned person his salary cannot be claimed by the contractor in bill submitted to his principal employer. I need a clear picture in this regard as per proper rules.

Its a pathetic job to maintain all these registers instead it should be maintain in softcopy, we moving in fully automated world and we are following these unnecessary time wasting old activities, so many multinationals and powerful companies are there why dont they recommend government and put pressure on government by coming collectively to automate the process.Where money goes which pay as Tax? are we in shortage of brains who can do this? i dont understand the same. This will reduce corruption as well in government. But No we are happy with the situation right now. no one has guts to come forward and fight !!!!! its so unfortunate. We are so poor guys.

Forms are provided by the Rules which are applicable in your case & therefore first see which of the State/ Central Rules are applicable to you & then go through those Rules to have the required format.
