There is no fixed qualification for "who can" or "who cannot" take an interview. However, you need to follow the procedure to conduct an interview.
For example, if a person, A, starts his own business, he may not have knowledge about finance or any other section of the business. Yet, he will be the person conducting interviews for his company, regardless of his knowledge.
The golden rule is to be clear about what you require for that position. If you are involved in conducting interviews at a company, my suggestion would be:
1. Develop a job description for the profile – specify exactly what you are looking for in that role.
2. Develop questions – create questions based on the job description that will be asked during the interview (if needed, seek help from the internet).
For instance, if you have to interview candidates for an accounts manager position, study the job description for that role and prepare relevant questions.
