Hi, I need help to better understand how to map the current skill sets available within a department or organization. If there is readily available material, such as a template or documentation, please forward it to me.

It is a subject that needs exercise and a lot of reading to understand and to prepare templates, fillings, etc. Giving advice and sending templates is not a trivial matter. My honest suggestion is to read and do some homework; then you will really enjoy the subject. Take the example of a typist.

Language: Understanding the language and using it correctly
