Confused About Extra Registration for Guest Houses in Gurgaon? Let's Discuss!

We are a Pvt Ltd Company running Service Apartments (Guest House) in Gurgaon. We are registered under the Punjab & Haryana Shop & Establishment Act. However, when we have to approach the FRRO for filing Form 'C', they ask us to obtain one more registration meant for Hotel and Guest house operators in Gurgaon (Haryana). What is that registration, and where should we approach?

Why do you not ask the FRRO regarding the other form of registration that they are asking you to obtain for one more registration?
