HR Strategy

Hi,
I am working in an Airline Company(Medium Size-50 employees).
My company wants to have HR Participation in the Management Decisions.Kindly help me out and sugest me how i can add value in the Organisation apart from general HR Activities.
Also i want to do SWOT analysis of my employees at all levels.Kindly help.
