Please explain the rules of standing orders. Is it compulsory to submit one's own standing orders of establishment or factory?

If the Industrial Employment (Standing Orders) Act, 1946 is applicable to your establishment, then you are required to apply for certification of SO to the Certifying Officer of your area.
