Is a "Show Cause Notice" Really the Right Term for a Salary Deduction Due to Being Late?

I have received a show cause notice from the HR Department for deducting my salary due to being 23 minutes late for work. I am unsure if "show cause notice" is the appropriate term for this situation. Can you please clarify if this is the correct terminology used for addressing such issues?

Management can ask you to show cause as to why disciplinary action (like deduction from salary) should not be initiated against you for alleged misconduct as per the standing order/model standing order applicable to the employees of the company.

If the letter from the HR department is as per the above format, then the term 'show cause notice' is appropriate.
