Setting KPIs for Diverse Divisions: How Do You Tackle This Challenge?

Hi, guys. I've been assigned to set KPIs for division-wise areas such as Production, Admin, Procurement, and Sales. The Admin Division includes HR, General Affairs, Accounts, Costing, etc. Kindly help me out and suggest some consultants to provide input on this.
