Salary Breakup Of Sales & Marketing People

I am working in Paper manufacturing industry as Manager HR, I need input from my seniors & colleagues to prepare salary breakup of sales & marketing people along with their incentive structure & policy for them. Please provide input.

Annual benefits (Bonus, Mediclaim, Performance Bonus, Service award etc as per company policy)
Incentive structure must be on the basis of your Sales strategy, & sales promotion plan.

plz tell me the sales person target based salary structure.. how to calculate fix +incentive part, if sales person doing nothing whole months then what action we should take..?
