HR policy - you mean HR policy manual with procedures and systems?
If yes, HR policies need management approval of policies which are primarily management statements of intent to regulate HR practices, followed by procedures.
The management statement of intent is drafted in the policy statement of management in HR policy with some procedures and explanations of circumstances.
Charges for such HR policies depend on the total number of subjects and the total volume of the scope of work.

Development of HR policies is intellectual work. It cannot be quantified easily. However, you can ask the consultant how many hours he/she has spent in developing those policies. Another way of fixing the charges is to pay per policy.
