Lay Off In Public Sector Procedure

Dear All,
Kindly let us know the procedure how to lay off under the ID act. Since ours is public sector undtaking we are planninmg to declare lay off. Kindly forward the procedure under the ID Act.

If the public sector has more than 100 employee, then it has to obtain prior permission for appropriate government.
application for permission has to made in triplicate and copies of such appln shall be served by the employer on the workmen concered and a proof to that effect shall also be submitted by the employer along with application.
AFter permission to LAY OFF is granted by authority, the employer has to give Reg.Labor Commissione concerned a notice of commencement and termination of LAY OFF in appropriate forms.
Even after making application for permission, the authority concerned fails to communicate its order within a period 60 days the deemed permission has been granted.
The laiid-off workmen is eligible for lay-off compensation to the tune of 50% of total of Basi & DA

May it is 90 days to wait for permission for lay off after applicatio with concerned state govt pl sec to labour dept
