Conveyance Allowance Confusion: Should It Be Prorated for Days Not Worked?

Dear all,

Please clarify,
In our agreement, we have mentioned that workers will receive a fixed amount of Conveyance allowance of Rs. 1000/- per month. Now, my question is, if a worker does not come to work or is on leave for 20 days, will they still receive the full amount of Rs. 1000/-, or do I need to calculate based on 26 days / 1000 * actual days present?

In case his salary for the leave period of 20 days is payable, then he is also eligible to get conveyance allowance.
