I think Shops & Establishment registration can be found with the Nagar Palika. You can go to the Nagar Palika and inquire about the registration procedure.

Dear Mohan,

In Haryana, you are required to register your establishment under the Punjab Shops & Commercial Establishment Act, 1958, as applicable to the State of Haryana under section 13 of this Act within one month of commencing business. To accomplish this, you must submit Form F (3 copies), Form A (2 copies), and Form B (2 copies), along with the Treasury challan for the necessary fees, if any, to the area Labour Inspector who is authorized to issue registration certificates under the Shops Act. These forms can be obtained from city book-sellers who maintain registers under the Factories Act.
