A labor license has to be obtained from the labor office in a specific region. Without a labor license, nobody should engage in any kind of labor activity.
Let the labourers be anywhere in India. I hope your business is engaged only in Tamil Nadu, right. So, approach the labor department that belongs to your area and get the license immediately.
Moreover, you should also apply for ESI and PF.
