The government employees who deliver a baby at home are not eligible for maternity leave. Is it necessary to produce a medical certificate to get maternity leave? What should those women do to get maternity leave who deliver a baby at home?

She can take a certificate from the Gram Pradhan and obtain a birth certificate from the concerned authority. By doing so, she will be eligible to receive all benefits under maternity as well as under ESI.
