Transitioning from IT to Manufacturing HR: How Do I Set Up a New Department?

Hi all,

I have recently joined a manufacturing industry as a Senior Manager HR after being a part of the IT industry for over 9 years. I have the responsibility of setting up the entire department with a total employee strength of around 1000. I would like to receive information on all aspects of setting up the department in this industry as the Factory Act applies. Please share information.

Hello Praveen! Welcome to the manufacturing industry. I belong to the same. Although I am only a year old, I will probably be able to give you some clues, like you need to comply with:

- ESIC - Payment & half-yearly returns (in addition to PF)
- Payment of Bonus Act
- Minimum Wages Act
- Fire Services Act (I wonder if it is active in the North)
- Labour Department - license renewals, etc.
- Trade license - renewal
- Labour Welfare Fund (if any)
- Returns to the Inspector of Factories
- Consent orders from the Pollution Control Board
- Filing quarterly returns to the Employment Exchange

It further has links to almost all the government department sites that are connected to the labor issues of a factory. I personally have observed that these sites are well-maintained and provide quite recent information.
