Confused About Gratuity Insurance Rules in J&K, Delhi, and Punjab? Need Help Finding Official Orders

Employers have to obtain insurance under section 4A of PGA for gratuity. The date from which this provision is applicable in J&K, Delhi, and Punjab is not forthcoming. The workers are suffering, and notifications issued after 1987 regarding this matter are not available from the Ministry of Labour. Can someone help me and provide copies of the orders?

The Government of Haryana has also not issued any notification regarding the date of applicability of Section 4A of the PG Act, 1972. I also doubt whether any of the states have issued such notifications, including that of the Centre. If anybody has knowledge of these notifications, please update us.
