Confused About Form 16? Does Your Employer Need to Issue It If No Tax Is Deducted?

Hi,

I am working as an IT Coordinator in an MNC. My employer says he will not issue Form 16 as tax is not deducted from my salary. However, I have received Form 16 from my previous organization when my salary was less. As far as I know, Form 16 will be given whether you are taxable or not.

Could you please confirm the procedure?
