Great post comprised the message in a single sheet.
Can you pls send the extract copy of the Govt Notification, which gives more clarity of the Act. One more fund is levied / collected by clients in the name of "Labour Welfare Cess" @ 1% on contractor's invoice value. Have you got any kind of notification for the same?? Thanks for your knowledge sharing...
while going thru the sheet attached, for Haryana contribution is being sent quarterly to Commissioner, Chandigarh although the deduction is monthly that is correct.

There is one query that deduction under Labour Welfare Fund is applicable on only workers or both workers and staff (Executives )

As per information gathered from the citehr you State is in the list of the States where Labour Welfare Fund Contribution is not deducted from the employees wages. This subject mater is not in operation in your State. Moreover you may also inquired it from your nearest labour office of your city.

Are you sure labour welfare fund is not applicable in the state of UP & Uttarakhand?
Can u please provide me the list of states, where labour welfare fund act is applicable with date of return, contribution, slabs or elegibility of employees.
