1) What are the cost-effective methods that should be involved in sourcing niche skills from the talent corner of the industry?

2) What are the new tools of recruitment?

The cost-effective method of sourcing niche skills from the industry is as follows:

1) Give advertisement or contact a consultant.
2) Collect all resumes.
3) Select CVs with relevant masters/dept. heads, including HR.
4) Inquire or analyze all selected biodatas.
5) Selection of Interviewers.
6) Conduct telephonic interviews.
7) Conduct skills interviews of candidates through emails (assign tasks to complete and observe responses).
8) Arrange a video conference (outside of the factory/office: if possible, send HR personnel and all technical staff, including MD, GM, dept. heads/sections, to conduct interviews via video).
9) Provide references for at least four candidates.
10) Contact at least two references for verification.
11) Verify educational certificates.
12) Contact the selected candidate.
13) Schedule a meeting with MD and other department heads.
14) Issue a contract/appointment letter.
15) Conduct initial induction for staff and working personnel regarding the organization's processes.
16) Discuss roles, responsibilities, and salary breakdown.
17) Inquire about future growth and planning in writing.

You can identify new requirements based on the above points.

Networking sites like Orkut, Facebook, etc.

Google groups/Yahoo groups.

Networking, References.

Free portals for job posting.

Since you are talking about niche skills, try to identify companies working on the skill set. Accordingly, you can headhunt people from those companies. Maintaining a databank of companies with the skills they are working on will fetch you a lot. It will help you with recruitment, and down the line, you will also be able to identify fake companies. For this, you will only have to Google.

Take, for instance, citehr or linkedin.com; these are networking sites. You will come across professionals in various industries, and you can either ask them about their interest in considering an opportunity or seek their help in asking them to give you referrals. Cost-effective options can also be job boards on a sharing basis, saving time and consultant fees. Sometimes, even consultants are cost-effective depending on the nature of the assignment/profile. Advertisements are also cost-effective because the reach is really vast.

I would like to offer some ideas for recruitment that I usually find very cost-effective. However, you have to select each mode of recruitment after understanding the kind/type of your requirements. They are:

1) Job Portals for all types of requirements.
2) Advertisement in local newspapers for area-specific requirements from junior to middle level positions.
3) State employment exchanges for location-specific requirements.
4) Ex-Defence personnel bureaus (Army/Navy/Air Force) for senior but general or technical positions.
5) Management or reputable institutes/colleges for campus recruitments.
6) Job Fairs, etc.
