How Should HR Handle Leave Extensions When Suspecting Salary-Related Delays?

Dear Friends,

Please help me with the same, as one of our staff is not coming to work, and send the company an email saying that she will not be able to attend the office as her father is unwell. She again wrote an email to extend her leave by 8 more days. HR knows that she is only buying time to get her salary released, which is kept on hold. Kindly forward the format.
