Annual Leave - Minimum Leaves

Hi ,
Can anyone help me with the minimum no of annual leave to be given to employees and the leave breakup of the same.
IF the annual leave is 21 days, how is the employee eligible to take it?
Is it compulsory to incorporte the leave breakup or can the management / HR Head decide at their discreet to allocate the leave?
Kindly help me.

Dear Latha,
Annual leave with wages are provided under either The Factories Act,1948 or The State Shops & Commercial Establishment Act. You are to see which of the Act is applicable in your case. After this you plz go through the E L provision for grant of these leaves.

dear lalita,
as per bombay shops and establishments Act 1948 is as under
privilege : 21 day to every emmpoyee who has worked not less than 240 days during a year and accumulation of leave is 42 days,
