Understanding the Latest EPS 1995 Amendment: How Does It Affect Pension Withdrawals for 10+ Years of Service?

Can anybody tell me which amendment in the Employees' Pension Scheme 1995 pertains to the amount withdrawal from EPS if an individual renders pensionable service for 10 years or more or less as per the new amendment?

I had a face-to-face interview one week ago. During the interview panel, the retired President of HR asked me this question. I responded that there is no amendment. He mentioned that there is an amendment and that I can withdraw an amount from the pension fund even if I have served for more than 10 years.
