As you may be knowing that Shops & Commercial Establishment Act is a State Act and as such Shops Acts of all the States are not available from a single source & keeping in view this aspect in mind this query can not be termed as a small query but even then to start with The Punjab Shops & Commercial Establishment Act,1958 it is clarified that after going through the definition of the Shop & Commercial Establishment one can say that in case of Commercial Establishments the motive is of profit meaning thereby any premises wherein, any business, trade or profession is carried on for profit is to be termed as commercial establishment. This clearly shows that in case of Commercial Establshment profit motive is there but while going through the definion of the 'Shop' no such condition is there. This Act applies to the States of Haryana, Punjab & UT Chandigarth. For more details you can also go through the definition of Commercial Establishment & Shop under section 2 of this Act.
