For overseas working, you have to be a specialist and a certified HR professional from the respective country, especially in Western countries. Indian certification does not carry weight.
As far as HR practices are concerned, there is a fundamental difference in approach. The Western approach is based on scientific methods and market-driven parameters as HR indicators.
In the Middle East, HR practices of the West are often followed for specialist jobs, with a comprehensive compensation architecture different from Indian practices. While soft skills may be similar, there is a significant gap in hardcore specialist jobs dealing with manpower planning, compensation, and succession planning. The demand for certain jobs is high due to population size differences between India, the West, and the Middle East.
In India, there is a surplus of manpower and certification. Therefore, issues related to man management, compensation, and competency management are relatively secondary compared to the West or Middle East.
