Who is the HR of HR in the organization?

We are the people who listen to the employee, solve their problems, always try to see them happy. But to whom should HR tell his problems and expectations?

In case of the Manager/Head of the department, of course, the management is responsible to hear them. In case of executives, the Head of the department may solve the problems. Hope this stands clear.

Nice thought... Whom should HR complain to? Well, the job of HR is not to complain but to solve other employees' issues. If HR has concerns, they should go to the reporting managers with them. HR has a greater responsibility to ensure that employees are motivated to work for the firm.
