i respect your concerns, i had gone through so many time with such situation and so far with my experience in hand can able to sate that if we diagnosise the situation there are always pros and cons, which either right or wrong.
If begger is begging for money, then also meslow heirarchy applicable, but among all beggers, if 1 begger apply for wrong technique then it is a metter to re consider. If suppose murder happen in society it has some cause, that's why we say that "every one is right on his/her place". But what proaction is, with illegal way you never get sucess, if at all you were using it for your betterment. thats why we apply "priciple of natural justice".
If such humble and generiously we run HR department then what is the use to issue warning letters and show cause notice, even employee commit mistake with a genuin reason, he/she might be unconsiouse during work due to hactic work shedules, social consequences etc.
@say, the employee's daughter was hospitalised in hospital and your shift manager is running with shortage of man power, if shift manager after straching 48 hrs shift, called him for duty inspite of critical condition, do you think that employee will work willingly for you? and if he commites mistake then we will issue show cause notice against him.
if two poor employee apply their work style with different view, say for incresing salary he use different technique of "fake salary slip". and other is too hard worker, inspite of 8hr job he works for you 10-12 hrs willingly, and always ready for work, to whom will you choose?,
A cousile and warned person for his fake salary slip? or hard worker? simulteneously think for hard worker, what his mistake if he lives life without any forge.
I do believe that our approach for all must root with humble and humanetarian view, but we cannot avoid which is totally illegal,
You had just warned him, by which he will not commite mistake in future in preparting fake salary slip. But if you believe that he is having good quality, then by your intimation present company will terminate if or warn him writtenly, by which in entire life or for his comming next generation will not suggest such durty way to take short cuts in life. and again if he is good material, then he will definately find job in market,
Even i striclty follow some priciple in life, but still i give chances to terminated ppl, with wel come speech that now your really journey has started and prove yourself "'the best".
I believe "illegal" illegal in all aspect.
