in steel industry, see the contents of hse plan, then see the type of activities are performed. Measure the severity & rate accordingly. check sop from engineering dept. prepare RA.
Based on RA.. write the entire thing which shows activity wise clarity. get it approved. see the team size to implement same. ensure time to time. change if necessary with prior communication to management.
