Definition of an Occupier
An occupier of any factory or premises, as defined under Rule 3(1)(21) of the Rules, means a person who has control over the affairs of the factory or the premises. This includes, in relation to any hazardous and other wastes, the person in possession of the hazardous or other waste. It is the responsibility of the occupier to ensure the safe and environmentally sound management of hazardous and other wastes as stipulated under Rule 4 of the HOWM Rules, 2016.
