You mean to say revert back of an existing HR policy in place ?
HR Policy can be reverted back through a common Circular to all employees. If any financial implications are there like Policies which involve monetary part then better discuss with the employees the reason and get their signature as well.

As opined by learned professionals above, please do write in detail, which policy you want to withdraw, why, consequences of the policy being there, any specific issues you are facing, what are the solutions, other than removing the policy etc. Like you are expected to be frank with your doctor and lawyer, here, please be open and frank with the background, so that we can give you appropriate options whereby you can make an amendment also to the current policy.
